Medium Term Expenditure Frameworks: panacea or dangerous distraction?

http://siteresources.worldbank.org/INTPEAM/Resources/OPMMTEFReview.pdf

“This article questions whether such a sophisticated mechanism is really the best place to start in reforming public expenditure management systems (Oxford Policy Management, May 2000).”

My comment: among other things, this article advisedly underlines the inherent risks in MTFF/MTBF/MTEF budget reforms that are focused on priority sectors, specially in reducing predictability of resources allocated to other sectors and in weakening them. A narrowly focused budget reform should be transitional and result in a full-range exercise, covering all Government operations and all funding sources.
