My comment: among other things, this article advisedly underlines the inherent risks in MTFF/MTBF/MTEF budget reforms that are focused on priority sectors, specially in reducing predictability of resources allocated to other sectors and in weakening them. A narrowly focused budget reform should be transitional and result in a full-range exercise, covering all Government operations and all funding sources.
