Kafka still alive?

Thursday 25 June 2009

Out to buy a black pen… Guess why? I already signed twice a statement of availability and exclusivity to take part in an EU-funded tender for a consultancy contract. Now I have to sign a third one. If not (within 24 hours), the whole consortium will be disqualified.

The first version (three months ago) was rejected because the template sent by the EU was outdated. The second one (one month ago) was rejected because my signature was drafted with a blue pen, and also because I filled the (required) field entitled “DATE”.

Of course, electronically signed documents are not accepted. A physical paper with handwritten name and signature (black ink only) is required, with the (originally required) date field left blank, sent by post (preferably by express parcel service, because of very short notice after months waiting).

Today July 3rd 2009, I am asked to submit an application for an EU one-month project, urgently (before mid July). This project seems to be prepared very meticulously: the dates are from July 7th until August 9th… 2011.

I assume this long period of notice can be explained by new administrative requirements to come, probably even more complicated than before, in order to allow tenderers to prepare bulkier files than the current ones.

“It is becoming almost impossible to navigate the complex labyrinth of the Commission bureaucracy and its foreign aid apparatus whose Kafkaesque structures and procedures are beyond comprehension, in particular by those developing countries the EC seeks to assist.” (here)
